format

the contest final took place on 16 may 2009 @ olympic indoor arena in moscow, russia 2 semi-finals preceding on 12 , 14 may. thirty-seven countries participated in 1 of 2 semi-finals of contest, big 4 countries (france, germany, spain , united kingdom) , host pre-qualified final. in addition pre-qualified, final included ten selected countries each semi-final, making total of twenty-five participants.

a discussion on changes format of 2009 eurovision song contest had taken place @ ebu meeting in athens, greece in june 2008 proposal made have resulted in big 4 losing automatic place in final of contest. however, confirmed big 4 countries continue automatically qualify final @ 2009 contest.

the stage of contest

host broadcaster channel 1 presented sub-logo , theme 2009 contest on 30 january 2009. sub-logo based upon fantasy bird , can used many colours. in previous years, sub-logo presented alongside generic logo. 2009 first year since 2001 there no slogan contest.

the stage designed new york-based set designer john casey, , based around theme of contemporary russian avant-garde. casey, had designed stage eurovision song contest 1997 in dublin, involved in design teams 1994 , 1995 contests. explained before [he] worked russians on tefi awards in moscow in 1998, [he] inspired , drawn art russian avant garde period, constructivists... [he] tried come theatrical design contest incorporates russian avant-garde art contemporary setting, entirely made of different types of led screens. casey explained together, various led shapes form finished product. furthermore, large sections of stage can move, including circular central portion of curved led screens, can moved effect , allow each song have different feel.

the postcards (short videos between acts) follows:

miss world 2008, ksenia sukhinova appeared;
a group of famous buildings, monuments , landscapes corresponding country shown, similar 3-d pages of book;
sukhinova reappeared wearing hat comprising above (as different hairstyle & make-up each time) , t-shirt colours of country s flag. on right esc 2009 logo appeared name of country; russia s video had exact appearance of sukhinova shown in first part of every video , no different hairstyle shown russia.
finally phrase in transliterated russian , english translation shown (e.g. spasibo , thank you).

semi-final allocation draw

on friday 30 january 2009, draw decide countries appear in either first or second semi-final took place. participating countries excluding automatic finalists (france, germany, russia, spain & united kingdom) split 6 pots, based upon how countries have been voting. these pots, half (or close half possible) competed in first semi final on 10 may 2009. other half in particular pot compete in second semi final on 12 may 2009. draw running order of semi-finals, finals, , order of voting, occurred on 16 march 2009.

voting

in response broadcasters continued complaints politically charged, neighbourly , diaspora voting, ebu evaluated voting procedure used in contest, possibility of change in voting system 2009. contest organisers sent questionnaire regarding voting system participating broadcasters, , reference group incorporated responses suggestions next year s format. telewizja polska (tvp), polish broadcaster, suggested international jury similar 1 used in 2008 eurovision dance contest introduced in eurovision song contest lessen impact of neighbourly voting , place more emphasis on artistic value of song. jury lead less political , diaspora voting jury members, mandated music industry experts, have in addition random members of public .

it decided contest final, each country s votes decided combination of 50% televoting results , 50% national jury. method of selecting semi-final qualifiers remained same part, 9 countries, instead of ten in years past, qualifying each semi-final based on televoting results. tenth qualifier each semi-final, highest placed country on back-up jury scoreboard had not qualified, chosen final. @ final, each country combined 1-7, 8, 10,12 points televote 1-7,8,10,12 jury points create national scorecard . country points received 12 points, second placed country received 10 points, third placed country received 8 points , on 1 points. if tie arose, song higher televote position given advantage , higher point value. national juries phased out of contest beginning in 1997, televoting becoming mandatory participants since 2003.

edgar böhm, director of entertainment austria s public broadcaster Österreichischer rundfunk (orf), has stated 2008 format 2 semi-finals still incorporates mix of countries politically favoured in voting process, , that, unless clear guideline how semifinals organised made ebu, austria not taking part in moscow 2009. despite inclusion of jury voting in final, austria did not return contest in 2009.

juries

in each of 42 participating countries, jury of 5 music industry professionals (including 1 jury chairperson) judge entries taking part in final. decision based on second dress rehearsal. names of jury members must revealed respective participating broadcasters before or during final.

each jury member of each national jury make ranking of ten favourite songs , award points 1 8, 10 , 12 points. chairperson allocate 12 points song having obtained highest number of votes jury members, 10 points song having obtained second highest number of votes, 8 points song having obtained third highest number of votes, 7 points next, , on down 1 point song having obtained tenth highest number of votes jury members. in event of tie of above positions, order of tying songs shall ascertained show of hands jury members (abstentions not allowed).
the jury should consist of variety of members in terms of age, gender , background. jury members must citizens of country representing.
none of jury members must connected of participating songs/artists in such way cannot vote independently. participating broadcasters must send letter of compliance voting instructions signed declarations each jury member stating vote independently. jury voting monitored independent notary , auditor in each country . - quotes eurovision.tv
