highlands governed faulkner act, formally known optional municipal charter law, under small municipality (plan c) form of new jersey municipal government, enacted direct petition of january 1, 1978. governing body consists of mayor , 4 council members, elected on at-large basis in non-partisan voting three-year terms on staggered basis part of november general election, in three-year cycle in 2 council seats come election in 2 consecutive years followed mayoral seat in third year. current form of government adopted in 1956. in 2014 referendum, voters changed elections partisan voting in november non-partisan balloting in may. in november 2014 general election, voters approved referendum shifting borough s non-partisan elections may november, first november non-partisan municipal election taking place in 2015.


as of 2016, mayor of borough of highlands republican frank l. nolan, term of office ends december 31, 2016. members of highlands borough council council president carolyn broullon (2018), douglas card (2017), claudette d arrigo (2018) , rebecca kane (2017).

highlands located in 6th congressional district , part of new jersey s 13th state legislative district. prior 2011 reapportionment following 2010 census, highlands had been in 11th state legislative district.


new jersey s sixth congressional district represented frank pallone (d, long branch). new jersey represented in united states senate democrats cory booker (newark, term ends 2021) , bob menendez (paramus, 2019).


for 2016–2017 session (senate, general assembly), 13th legislative district of new jersey legislature represented in state senate joseph m. kyrillos (r, middletown township) , in general assembly amy handlin (r, middletown township) , declan o scanlon (r, little silver). governor of new jersey chris christie (r, mendham township). lieutenant governor of new jersey kim guadagno (r, monmouth beach).

as of march 23, 2011, there total of 3,118 registered voters in highlands, of 880 (28.2%) registered democrats, 728 (23.3%) registered republicans , 1,509 (48.4%) registered unaffiliated. there 1 voter registered party.


in 2012 presidential election, democrat barack obama received 54.6% of vote (1,044 cast), ahead of republican mitt romney 43.8% (837 votes), , other candidates 1.6% (31 votes), among 1,930 ballots cast borough s 3,294 registered voters (18 ballots spoiled), turnout of 58.6%. in 2008 presidential election, democrat barack obama received 51.3% of vote (1,266 cast), ahead of republican john mccain 44.9% (1,108 votes) , other candidates 1.7% (42 votes), among 2,467 ballots cast borough s 3,451 registered voters, turnout of 71.5%. in 2004 presidential election, republican george w. bush received 50.6% of vote (1,230 ballots cast), outpolling democrat john kerry 47.9% (1,164 votes) , other candidates 0.7% (25 votes), among 2,429 ballots cast borough s 3,431 registered voters, turnout percentage of 70.8.
