general elections take place every 5 years. first multi-racial democratic election held in 1994, second in 1999, third in 2004, fourth in 2009, , recent in 2014. until 2008, elected officials allowed change political party, while retaining seats, during set windows occurred twice each electoral term, due controversial floor crossing legislative amendments made in 2002. last 2 floor crossing windows occurred in 2005 , in 2007.
after 2009 elections, anc lost two-thirds majority in national legislature had allowed unilaterally alter constitution.
the congress of south african trade unions (cosatu) , south african communist party (sacp) in formal alliance ruling anc (the so-called tripartite alliance), , not stand separately election.
