on september 1, 1994, clough became first georgia tech alumnus serve president of institute, succeeding john patrick crecine, , in office during 1996 summer olympics. in 1998, separated ivan allen college of management, policy, , international affairs ivan allen college of liberal arts , college of management, returned independent status. separation major organizational change built upon large (and controversial) reorganization of institute clough s predecessor.
during tenure, research expenditures increased $212 million $425 million, computers became required students, , enrollment increased 13,000 18,000 students. tech received hesburgh award support of undergraduate teaching , learning, , institute s u.s. news & world report rankings steadily improved.

clough s tenure focused on dramatic expansion of institute; more $1 billion spent on projects expand or improve campus. these projects included completion of several west campus dorms, manufacturing complex, 10th , home, technology square, biomedical complex, student center renovation, expanded 5th street bridge, aquatic center s renovation georgia tech campus recreation center, new health center, klaus advanced computing building, , nanotechnology research center.
clough spearheaded research opportunities undergraduate students, later known undergraduate research opportunities program (urop), creation of international plan, , creation of fund make georgia tech more affordable low-income students (the g. wayne clough georgia tech promise program). students of georgia tech affectionately dubbed him funk masta g. wayne during presidency due expansion , growth encouraged in urban atlanta, , known have warm , friendly disposition , distinctive beard.
in 2006, members of georgia tech s college republican club sued georgia tech, aided alliance defense fund, in case known sklar v. clough lasted until april 2008. students won case , georgia tech forced drop speech code deemed unconstitutional , pay defendants court costs. clough stepped down after fourteen years president on july 1, 2008, announced in email students , staff on march 15, 2008.
