at local level, there 6,473 episcopal congregations, each of elects vestry or bishop s committee. subject approval of diocesan bishop, vestry of each parish elects priest, called rector, has spiritual jurisdiction in parish , selects assistant clergy, both deacons , priests. (there difference between vestry , clergy elections – clergy ordained members selected outside parish, whereas member in standing of parish eligible serve on vestry.) diocesan bishop, however, appoints clergy missions , may choose non-self-supporting parishes.
the middle judicatory consists of diocese headed bishop assisted standing committee. bishop , standing committee elected diocesan convention members selected congregations. election of bishop requires consent of majority of standing committees , diocesan bishops. conventions meet annually consider legislation (such revisions diocesan constitution , canons) , speak diocese. dioceses organized 9 provinces. each province has synod , mission budget, has no authority on member dioceses.
