the 1907 central american peace conference
on april 28, 1907, provisional government gave control miguel rafael dávila cuéllar, had been vice-president under manuel bonilla. dávila summoned constituent assembly, re-established constitution of 1894 , called elections, in dávila elected president 1908-12 term.
miguel r. dávila did not have confidence of nicaraguan president josé santos zelaya. prospect of new conflicts caught attention of american president, theodore roosevelt. taking account strong economic interests of united states, in nicaragua in honduras, roosevelt summoned leaders of 2 countries, leaders costa rica, el salvador, , guatemala, conference in washington.
this central american peace conference of 1907 strove reduce level of conflict in region. honduras proposed reestablish union of central american states, not accepted. however, various other measures adopted. 5 presidents signed general treaty of peace , friendship of 1907 , established permanent central american court of justice, resolve future disputes.
the treaty committed 5 countries restrict activities of exiles neighbouring states , put in place basis legal extraditions. of special interest clause, sponsored united states, established permanent neutrality of honduras in future central american conflicts.
the 5 states pledged deny recognition governments came power revolutionary means. united states , mexico, had acted co-sponsors of conference, pledged deny recognition such governments. point of view of state department, these agreements represented important step in stabilisation of central america , of honduras in particular.
the first challenge treaty came in honduras in 1908; opponents of dávila, support of guatemala , el salvador, invaded country. nicaragua supported honduran president, , war seemed imminent. in fear of american intervention, parties involved agreed subject controversy new central american court. court denied complaints of honduras , nicaragua, , rebellion against of dávila controlled. this, peace in honduras briefly returned.
